Turmus Ayya is a luxurious Arab village in Area B, located within the biblical region of Shomron (Samaria). It sits just seven kilometers from Kutzra (Qusra), the site of last week’s Border Police alleged brutality against Jewish residents (see post above from Thursday, Aug. 13, 2026, What actually happened in Kutzra in Samaria?), and roughly 22 kilometers northeast of Ramallah, near the Israeli village of Shilo. Turmus Ayya is called the “Hollywood of the West Bank,” and is known for its mansions, swimming pools, and horse stables.

Nearly 90 percent of its residents are U.S. citizens—the highest concentration of Americans in any non-sovereign territory outside the United States. In 1967 the village had only about 350 residents; its registry now lists around 8,000. Some of its most prominent figures hold dual U.S. citizenship and official positions in organizations such as Fatah, the PLO, and the Palestinian Authority, while maintaining second homes in places like Memphis and New Jersey.

Because so many residents are American citizens, incidents near the village—clashes, stone-throwing, or injuries—routinely reach the desks of the U.S. Congress, the State Department, and the Department of Justice. This dynamic has already resulted in sanctions against an IDF brigade, four formal Senate letters since 2022, and legislation backed by 100 congressional co-sponsors, giving the community significant influence over U.S. policy.

Naomi Kahn, international director of Regavim, provides further details in the interview linked above.
